Planning of the 2+2 road section on national road 1 (Tallinn-Narva) between Haljala and Kukruse

The Republic of Estonia Government initiated the national designated spatial plan and strategic environmental assessment of 2+2 road section on national road 1 (Tallinn-Narva) between Haljala and Kukruse, in March 2022. The aim of the national designated spatial plan is to create road traffic and transportation conditions that meet the requirements of the TEN-T core network, to ensure better international and domestic connections. This helps to reduce spatial distances and improve accessibility, thereby creating conditions for economic growth, enhancing competitiveness, and reducing regional development disparities.

Planning Area

The national designated spatial plan covers areas in Lääne-Viru and Ida-Viru counties, including the territories of Rakvere city, Haljala municipality, Rakvere municipality, Viru-Nigula municipality, Vinni municipality, Lüganuse municipality, Jõhvi municipality, Toila municipality and Kohtla-Järve city. The total area of the planning zone is approximately 67,000 hectares.

Project Stages

The ongoing preliminary site selection stage outlines possible locations, assesses possible impacts (environmental, cultural, social, economic) and conducts necessary analyses and studies. The goal is to identify a suitable location of the road corridor between Haljala and Kurkuse. Affected parties will be identified and notified when preliminary route alternatives are outlined.
