Cooperation and Stakeholder Involvement

The preparation of a National Designated Spatial Plan is a public process in which all interested parties may participate through various formats (e.g. working meetings, public consultations).

The main objectives of stakeholder involvement and participation are to:

  • achieve a balanced spatial planning solution that takes into account diverse interests;
  • inform the public and provide a substantive explanation of the planning solution.

Stakeholder involvement is based on the principle that the input and ideas of all parties wishing to contribute to the planning process of the object designated by the National Designated Spatial Plan are welcome and important.

Stakeholders and Their Roles

A distinction is made between authorities with whom cooperation is carried out (i.e. materials are coordinated) and persons and institutions involved in the preparation of the National Designated Spatial Plan. Within the involvement process, all interested authorities and persons are given the opportunity to submit their opinions on the National Designated Spatial Plan.

Working Group – the working group is established by a ministerial order. Its members primarily include cooperating authorities whose areas of responsibility are affected by the plan: the Ministry of Climate, the Ministry of Defence, the Ministry of the Interior, the Ministry of Foreign Affairs, the Ministry of Finance, the Ministry of Regional Affairs and Agriculture, the Land and Spatial Planning Authority, the Environmental Board, the Rescue Board, the National Heritage Board, the Transport Administration, the Consumer Protection and Technical Regulatory Authority, the Health Board, the Estonian Geological Service, the Estonian Environmental NGOs Chamber, the Association of Estonian Cities and Municipalities, the Lääne‑Viru County Association of Local Authorities, the Ida‑Viru County Association of Local Authorities, Viru‑Nigula Rural Municipality Government, Lüganuse Rural Municipality Government, and AS ALARA.

Cooperation and Involvement Plan – the list of stakeholders will be specified during the preparation of the plan, including in connection with the emergence of additional issues requiring consideration.

On 14 January 2025, Fermi Energia AS submitted an application to the Ministry of Economic Affairs and Communications for the initiation of a National Designated Spatial Plan and a Strategic Environmental Assessment for a nuclear power plant with an electrical capacity of 600 MW.

The purpose of the application is to prepare a National Designated Spatial Plan in order to select a location and to plan the construction of a modern nuclear power plant based on SMR (Small Modular Reactor) technology in Estonia, with a nominal capacity of 600 MW, consisting of two nuclear reactors (2 × 300 MW).

The planning of the introduction of nuclear energy makes a significant contribution to ensuring a reliable supply of carbon‑free energy in Estonia and the wider Baltic region.

The Ministry of Economic Affairs and Communications, in cooperation with other state authorities, identified that the application for the initiation of the National Designated Spatial Plan meets the preconditions for initiating such a plan, including that:

  • · there is a significant national or international interest in the location selection or operation of the nuclear power plant described in the application;
  • the implementation of such a plan is feasible in the future.

Pursuant to Section 28(4) of the Planning Act, it is possible to submit an application with the same content until 21 April 2025.

All interested parties may participate in the planning process; the Ministry of Economic Affairs and Communications will provide more detailed information on participation opportunities after the plan has been initiated.
