The national spatial plan 2050 is Estonia's spatial development strategy, which serves as a blueprint for sustainable development. The plan’s guiding principle is to ensure accessible jobs, quality services, and desirable living environments for people countrywide. This strategic plan prioritises the well-being of its people by determining the spatial arrangement, land utilisation, and future directions in spatial development for Estonia through 2050.
Based on the national long-term development strategy „Estonia 2035“, the focus of planning is to create a secure and high-quality living environment that meets the needs of all citizens while also promoting sustainable development. Additionally, the Plan provides a spatial expression for the sustainable goals articulated in current national development plans, addressing the 'spatial blindness', i.e. not taking spatial dimensions into account. Furthermore, it serves as a foundation for the next generation of national development plans and spatial strategies. Through the development plans and an implementation plan, the National Spatial Plan will be linked to the state budget.
Why is a new nationwide plan needed?
The national plan sets out how Estonia's land and sea area will be used in the future. The plan determines the principles of spatial development at the state level and provides guidelines for subsequent more detailed planning documents, and the plan is also the basis for spatial development decisions of government agencies. The currently valid plan "Estonia 2030+" has largely been implemented today. In addition, several topical issues such as security and adaptation to climate impacts are missing from the current plan. At the same time, the national plan is the spatial output of the country's long-term strategy "Estonia 2035".
The national plan also relies on the valid Estonian marine area plan .
Themes of national spatial plan
The preparation of the national spatial plan is based on the goal of ensuring a safe and high-quality living environment that takes into account the needs of everyone and sustainable development in Estonia. These overarching goals form the basis for addressing all topics.
Sustainable development is defined as purposeful development that improves people's quality of life in accordance with the carrying capacity of natural resources and the environment. The goal of sustainable development is to achieve a balance between the social, economic and environmental spheres and to ensure a full social life for current and future generations. Sustainable development encompasses almost all areas of life.
A high-quality living environment means a living environment in the broadest sense, including both the built environment and the related natural environment designed by man - people's everyday, work, living and home space. A high-quality living environment means diverse, functional, place value-based planning that preserves heritage and nature's biodiversity.
Climate
Climate is the overarching theme, which affects other areas as well. The main focus is on providing thematic guidelines for adaptation of the living environment to climate change, taking into account the best knowledge of factors influencing the use of space, such as storm, flood and erosion risks and heat islands. The spatial effects of implementing climate policy goals are also discussed.
Safety and security
Safety and security is the umbrella theme, which affects the spatial development of all of Estonia and the future trends in different fields. The national plan deals with the space needs of both external and internal security and the guidelines necessary to ensure a safe living environment.
Settlement
Directing the development of the settlement is the main task of the national spatial plan. The plan provides guidelines for shaping the character of urban settlements and scattered settlements, the network of services and the spatial needs of the living and business environment.
Transport network
The transport network and, more broadly, the entire field of mobility supports the development of the settlement. The national spatial plan provides guidelines and principles for the development of networks of various types of land and sea transport and for finding mutual harmony between mobility and population development needs.
Technical infrastructure
The spatial development needs of the technical infrastructure and the connections with the development of the settlement are the topic of the national spatial plan, in the framework of which the development perspectives related to energy, gas and communication equipment are discussed in accordance with the development trends of the settlement.
Valuable landscapes, agricultural land and green network
Values are taken into account in the national spatial plan. This includes valuable landscapes, biodiversity, green networks and valuable agricultural lands. The treatment of these topics is broad-based, the needs of both the natural and human environment are taken into account, and principles are determined for the preservation of values and the spatial development of these areas.
Natural resources
Natural resources are also classified under values, the use of which is given general guidelines in the national spatial plan.
