The state electricity and gas system operator Elering Ltd. (hereinafter Elering) is developing external connections with neighbouring countries in accordance with the owner's expectations and is making preparations to create a hydrogen transmission network and to perform the functions of a hydrogen system operator. To achieve this goal, Elering, together with its partners, is planning an international infrastructure project, the Nordic–Baltic Hydrogen Corridor (NBHC), through which a hydrogen transmission network will be created between Finland, Estonia, Latvia, Lithuania, Poland and Germany. The preparation of a NSP for the Nordic–Baltic hydrogen infrastructure is necessary for the implementation of the project and the planning of hydrogen infrastructure in Estonia. A new hydrogen transmission pipeline through Estonian land must be planned from the coast of Northern Estonia, where the submarine pipeline from Finland ends, to the Latvian border. The route of the submarine pipeline between Estonia and Finland will be selected with a separate building permit from the plan. The hydrogen pipeline is intended to be placed as much as possible within the corridors of the existing (energy) infrastructure in order to reduce land occupation.
Pursuant to Section 28(4) of the Planning Act, it was possible to submit an application of the same nature until 10.01.2026. No applications were submitted by the deadline.
All interested parties can participate in the planning process; the Ministry of Economic Affairs and Communications will provide more detailed information after the planning process is initiated.
