EstLink 3 Rehemäe-Aulepa land connection

The objective of the preparation of the NSP is to plan the network of the Rehemäe-Aulepa onshore section of the third Estonian-Finnish electricity connection, which will ensure the connection to the existing high voltage main grid. The plan plans a 330 kV main grid connection in Lääne County in Lääne-Nigula rural municipality. An electricity connection is planned that is capable of transmitting the entire capacity of EstLink 3. The new electricity connection will alleviate the transmission capacity deficit in 2035 and beyond, which is caused by the increase in the share of electricity in energy consumption, and will allow additional consumption and production capacities to be connected to the network if necessary.

The procedure for the NSP and its impact assessment consists of two stages:

1. preparation of the initial assumptions and impact assessment of the pre-selection of the location, including the SEA program, and the pre-selection of the location together with the impact assessment; 
2. preparation of a detailed solution in the selected locations together with the impact assessment. 

The planning procedure aims to establish a NSP based on the pre-selection decision. If it is not possible to waive the preparation of a detailed solution in the procedure, a detailed solution, including a sketch and preliminary design, will be prepared for the determination of the building right in a suitable location. The special plan will prepare a comprehensive spatial solution for the high-voltage lines necessary for the land part and the buildings that function together with them. For example, an overhead line with a voltage of 110 kV and higher, a transformer substation with a voltage of 110 kV and higher, a converter substation, other facilities related to the electricity transmission line, and the necessary land use and construction conditions will be planned.

The planning area covers part of Lääne-Nigula rural municipality in Lääne county. The planning area was selected with a sufficient scope so as not to pre-select the location of electricity connections before the planning process and to allow for changing the location of the connection alternatives and adding additional alternatives when preparing the plan and assessing its impacts, if necessary. The size of the planning area is approximately 513 km². According to the Planning Act, several possible locations must be considered when pre-selecting the location. The NSP will be established later only in the area necessary for the implementation of the planned activity.
